Concept

The architecture of the new centre is a portal between the city's past, present and future. It is a framing of the best
views of the city: to the Lower Pond, to Kant's Island and the Cathedral, to the Archaeological Park.

The main principle of forming the composition of the future centre is the organic integration of the newly created
public spaces into the established fabric of a city made up of simultaneously created and
disparate components.

areas of different functional purposes.
